The closest camera to the budget, has the features you want the D5000 Nikon 18-5mm camera and the next would be the Canon 500D with 18-55mm. I recommend the Nikon D-series ... or Nikon D40 or D90. Make sure you buy the camera as part of a kit, so that with the accessories you need to come especially the 18-55mm objective.
